The undersigned along with Sgt. Hamilton and officer Schultz of Fremont police
responded to the listed location, for a lost juvenile. The 2 year old boy was
found walking up and down the sidewalk, by the complainant. She and another
neighbor held on to him and started looking for his residence, without any luck.
They then called our office for assistance, in locating his parents. units
started walking door to door attempting to find the parents, I had taken a photo
of the boy and was showing it to subjects at each residence. I went to unit 63
and showed the picture, to the male there, which said that it was his son
Michael Roach, whom was in his care. He said he thought the 8 year old was
watching him, while he was in the bathroom. When he noted the child was missing,
he began looking inside the residence for him, which is when I knocked on the
door. The child was returned back to Mr. Roach, children services was on scene
and took over the investigation on there end. It did not appear that there was
neglect from my interview, with the father. It appeared that the child was able
to open the door and get out, while the father was distracted for a moment.
There is not a history of neglect from the residence, in our system so at this

without success. I then walked around the residence and was unable to observe
